Reading back, if he saw the bird correctly and it was "grey", probably a Northern Goshawk, not a Coopers (that time of the year I'm afraid folks, too many birds, not enough sleep *zzzzzzzzz*)
And that's not to say one of the peregrines didn't visit him ... the birds do go visit balconies in the area, we just one visit Jan here on the Forum for a couple of minutes and she's in the area and Bccs regularly spots both, if not all, the birds bomb past her vantage points as they head off in that direction.
For folks from away, Osborne Village is less than a kilometre south of the Radisson. If you look at a map, find the Radisson (Portage Avenue & Smith Street), then look a little south and west and find the provincial legislature (Broadway & Osborne Street), the follow Osborne Street south over the bridge and you are in the heart of Osborne Village. Lots of cool boutique shops, restaurants and the highest density of tall (20+ floors) apartment buildings in Winnipeg.
Flying time from the Radisson for a peregrine, less than a minute. Visiting someone's balcony (don't get ahead of me here folks), priceless.
