No it doesn't seem to be draining and that is likely because it's gotten clogged with debris.

It does look like the rain is slowing down...but that ledge just is not draining...I have forgotten how to breathe....but Positve vibes.....positive vibes.....WHEW

The cube van was Canpar, I read the lettering as it pulled away. I agree with Baffled they no doubt have already discussed how to access the ledge for banding just weren't thinking they'd have to put it into action on the spur of the moment.
