Possible, but I don't know how easy it is to get them to breed off-season, maybe easier than I think, I really don't know.

In parrots its all in the lighting controls. If they think its spring due to controlled lighting and exposure, they'll go into breeding mode..

Really really looks just like a peregrine. Too broad a malar stripe for a prairie, too big for a merlin or American Kestrel, too small for a gyrfalcon. Not a coopers or sharp-shinned unless I was having eye-strain ... will be posing it to the birding community here just to see what they say though. Again, will let you know what I hear ...
