I will let TPC answer your question on the bin but I think that last year the rain came right out of the donwspout and settled were the chicks were in the corner.
TPC has move the bin away from that corner and they are elevated a bit and the tub probably has drainage which means water form the top can drain out easily.
so the water has to to get through 2 levels of pebbles now and chances are  it won't.

Tracy how big is the bin? I also assume there are holes at the bottom to drain the water. When the chicks get bigger will you remove it,
or will they continue to use it till they fledge?
