Lots of bird species are hatched downy like our chicks - any chick that is mobile (think ducks, shorebirds) and larger birds like raptors. Songbirds that robins, sparrows grow so fast that there almost isn't time to go through two sets of downy feathers (like our chicks) before growing flight feathers. If you check out the Father's Day 2008 blog entry there is a photo of a baby loggerhead shrike - its about 9 days old, half-way to fledging (as I recall) and its showing pin feathers and its eyes are barely open - no time for downy when you hatch and fly in 3-4 weeks ...
(and there is probably a more scientific and well-rounded answer out there, but this gives you the jist I think)
The Peregrine Chick:
1028 hrs (local) - Princess is on duty, back to the camera, almost all of her tail in the box. Wind is swinging around the compass this morning and ranging from 2 to 40 km/h - suppose to become light (<15 km/h) this afternoon. One forecast says down to 5 km/h which would be great for the birds. But no one appears to be having any problems, Princess isn't getting pushed off the chicks and the chicks are way too small to feel anything between Mom and the sides of the nest-tray. All is well.
Baffled:
The two little ones just under her chin are pretty wriggly today!
And Princess seems quite alert: head up, looking around.
Mother Hen:
They are sooooo cute and fluffy. I still can't tell who is on them.Must be mom.I say the feeding approx one hour ago. There was still food and the parent took off and left them for just a split second with the left over grub in the talons.Then the next parent came and covered them up and has been there since.

I believe that it is Princess still on the chicks. It has been 2 hours since breakfast and the chicks appear to be getting restless again. A couple of them have been wiggling around and peeking out from under mom's breast. Oops, big gust of wind and a little shuggling around. Princess has been looking off in the direction where Trey usually approaches from. Maybe she is just bored, or maybe waiting for the next meal to be presented. ;D
